I have a 99 civic si with a JDM ITR motor. When you turn on the car cold it idles like around 1-1.5K then when it warms up and you step on the gasit goes up to or about 2-2.5k and it just stays like that and it also has a loud whinning sound coming from it. I've tried another IAC valve and still having a problem. When I unplug the IAC it idles normal but I throw a check engine light. Could it be the TPS?? Someone had mention spark plugs, could that cause high idle?? Please give me more things to look for. Thanks in advance for any advice .....
