Default need to fix my tach

i have a JDM DA cluster but the tach and spedometer needles are off. the tach needle sits where it says x1000r/min and it should sit at zero when the car is off. the spedometer sits where it says kmh that should be at zero at a stop or when the car is off. how can i fix that so my tach and spedometer are back in the places

needles might just be broken i would say replace the whole cluster to avoid more problems later on in the future, those needles are very sensative and are calibrated so if their not working your best bet is to take the cluster to a calibration place, if they cant do it then new cluster time.
