Need fast help w/ T-belt!

I am in the prosess of installing a timing belt on my motor
I put it on properly lining up everything to TDC and torqued down the tensionor to spec
Heres the question:
Is the belt suppose to get loose at certain points while im turning the crank
When its at tdc the belt feels nice and tight but when im turning the crank it gets a little loose at some points
Is this normal?
If not how do i fix that?
Please help this is really pissing me off

the tension on the exhaust side will flux while you crank it, the tension on the intake side should be constant. at TDC, there should be roughly the inside of a 10mm wrench (which is about 3/10") of belt deflection between the gears when COLD. you should only make tension adjustments at TDC and on a COLD motor.
when the engine warms up, it will expand which takes up any slack in the cable. crank the engine by hand with a 19mm wrench on the PS pump for convienence when warm and you should see no "flap" on the exhaust side when properly tensioned. too tight would be if the engine sounds like a George Jetson special when driven or when the TB is plucked sounds like a banjo string, or makes excessive stretching sounds when you crank the motor by hand when warmed up.
just some pointers.

but are you suppose to see the t-belt wobble along the side where the exhaust is while the car is running with an open throttle???

Oh my gosh! You left something off 'cause you shouldn't be able to see the timing belt! J/K. Even with the belt properly tensioned, you will see some "wobble" on exhaust side of belt. With the engine off, 1-2mm belt deflection is acceptable.
Sounds like you did not tension the belt properly. There are a few steps to tension the belt proplerly. I got this from the factory B16a service manual.
CAUTION: Always adjust timing belt tension with the engine cold.
Note: Tensioner is spring-loaded to apply proper tension to the belt automaticly after making the following adjustments.
1.Remove ignition wire cover and ignition wire.
2.Remove the valve cover.
3.Set #1 piston at TDC.
4.Loosen tensioner bolt.
5.Rotate the crankshaft counterclockwise 3 teeth on the crankshaft pully to create tension on the timing belt. (you probably left this step out)
6.Tighten the adjusting bolt.
7.If pully bolt loostens while turning the crank re-torque it.
This is what I do and it works every time.

Thats exactly how i did it and it wobbles about an inch on the exhaust side when i open the throttle

i told me it would take only a day to do my swap and it took over a week to do
they kept on telling me tomorrow tomorrow and then told me to come down one night after they closed and they werent there
they said they forgot
also i called them 2 days after i dropped off my car and they didnt even start working on it yet
and they could do my exhaust when they told me they could
