Need clarification VTEC trouble shooting

If the filter is clogged you can just run it under some hot water and clean it off (just make sure its dry before you reinstall it, duh)
When you take off the top portion of the solenoid, you will see a bronze/gold colored disk, if you can push it down and it returns automatically, it moves fine and should work.
make sure you do the 12v test where you connect the solenoid to the battery. that will tell you if the solenoid is good or not.

Don't think you need fluid to clean it. If it's dirty, you've got a serious problem... it should be clean and shiny (I cleaned mine about a week ago with a rag).
The piston is in the center of the solenoid. Believe me, you'll know it when you see it. You can press on the top of it with your thumb when you pull the solenoid's top half off. Do that to check operation.
The easiest way to check it before removal is to do like he said, and jumper it to the battery + (you'd better doublecheck this, I'm going verbatim here). If it's working, you'll hear a clicking noise as the solenoid operates. If I'm not mistaken, that's the plunger moving, so that will verify that it's not binding.
