i have a 97 gsr, is this the iac valve?

Doesn't look like it to me.

Typically they are on the TB of GSR's

EVAP isn't a sensor. It's a valve.

From the EVAP valve, run your hand to the back of the manifold. Two 12mm bolts, two coolant lines, and (1) 2P connector are the only attachments.

that is an evap purge valve! iac motor is located under your throttle boddy
