Default My e-brake doesn't work!

Ok, just put new shoes on my car in the back, 93 Civic CX H/B. Now my e-brake doesn't work. I adjusted the nut next to the cables inside the car, no difference. What did I do wrong? I can pull as hard as I want on the lever and it might hold for 2 seconds.

Thanks for the replys. I'm gonna pop off the drums in a few hours when the sun starts to come out. My garage lighting sucks.
