And pads are generally cheaper than some bling rotors.

Sometimes true. I pay $80/pair for Brembro blanks, and $100-130/pair for front pads. The BLING rotors can get pretty damn expensive for no good reason.

Actually, only tires will make your car stop fast. The benefit to pads, fluid, and rotors is that their design will help you delay brake fade from heat soak.

If I had to decide between rotors or pads, assuming your rotors are within a safe thickness, I'd swap out the pads (and fluid).

I'm pretty impressed with this setup:
-Brembo blanks about $50 a pair at Nopi
-AEM (Nissin) Pads about $40 whereever
-Goodridge G stop stainless brake line (make HUGE difference, rock hard pedal) $110
-I use dot3/4 synthetic by Mobil I believe (silver bottle, black label, 500degree boiling point)
-and of course some good tires as thats whats touching the ground

i switched from powerslots and axxis Metalmaster pads and I like this setup alot more
hth.

im using axxis ultimate pads. (well they go on friday)
http://www.collettimotorsports.com - rotors and fluid (ate superblue) - 25~$ per rotor
http://www.stoptech.com - pads (65$)

and yes, only tires stop you (technically) but pads and rotors are a good base.
