Default messed up, need timing help badly

So i know i messed up terribly and now im seeking some help. My motor is an lsvtec(si) and my head is milled apx. .04". I know that .012 changes the timing by 1 degree. Now i cracked a piston last week and being stupid i didnt follow some articles involving correctly removing everything. So now i had to guess as to which way my cams fell into the head correctly. i put them both where they seemed to fall best and not move at all. Both of the "up" arrows are placed 90 degrees to the right. so i assumed that they were correct, however they also both fit perfectly 180degress in the opposite direction. is there a way to tell which direction is correct? secondly, now i have to figure out how to time my car correctly. I dont believe my crank is at TDC, and when it will be, my cams are still going to be angled 90 degrees off. so secondly, is there a safe way to manually turn the cam gears without the timing belt attached so everything will be at TDC?
Thanks for everyones help in advance!

If the camgears "UP" or "0" marks are up, and the marks on the insides of both gears line up in the middle.. you are TDC with the cams.

The "TDC" or "0deg" mark on the crankpulley will line up with the timing mark on the lower timing belt cover, and the timing gear arrow will point at a mark on the oil pump.

If all of these things are correct, you are good to go.

no. If the marks are up, then you are good.
