Default MAIN GIRDLE BOLT QUESTION????

Okay I know I made a few anoying posts about my rebuilt engine and how it was getting tight sometimes and I did not know why well now I do. It took a alittle common sense and me taking it a part several times...any way I founD the cause of it getting tight. The reason it was getting tight or the time iot got tight was when the cage was tightned...when I put the cage (girdle) on and did not have the bolts in it spun freely with no problems but when I tightned them then it got tight...I did not torque them but I know that that is not the problem because the torque spec is supposed to be like 23 lbs but it feels way looser than 23 pounds when it is spinning..Basically if I hand tighten them then it will spin but Im sure that not 23lbs or torques..so I will go pick up a torque wrench this weekend But my real question is can I put 3 washers on the bolt used to hold the Girdle up?

why would you want to use washers? Do you not have the right bolt?
