Icon2 ls/vtec help pleas

I just recently installed my ls/v and had a reputable tuner do my ecu. Well to make it short. My car won't rev past 5500. Its like hitting revlimt but vtec engages at 4800 fine till 5500. But when sitting still the car will rev to 8k just fine. So if u guys have any advice please lmk. I was thinkn the dizzy but why would it do it only when driving
