... what will it take to get an ls into the mid 13's all-motor?

GEARS! GEARS! GEARS! slicks, skunk 2 mani, cams, valvesprings/retainers and rev it as high as it makes power. jinxproof had an allmotor b20 in a hatch w/ basically just that running 13.3's.

I say sleeves to 84.5mm, cams, and compression. That'll certainly get you a long way toward your goal.
