low rpm sputtering problem any advice?

low rpm sputtering problem any advice?
car 94 integra

Car ran fine for some while after swap now at low rpms like below 2k if you give it gas it sputters all over the place if you are above 2k it runs out fne. now for some background info
Car was brought to me throwing a code 9 which has been fixed by swapping ecms dizzy tested good and even swapped with another to double check myself before trying ecm. I have checked cam timing, ignition timing, fuel pressure, plugs all seems ok. It also only does this warm if you start it up stone cold it runs fine. It sure sounds like a fuel problem to me. Any suggestions? I am leaning toward injectors but I dont have a set to test with. I just want to make sure I am checking everything. Thanks
