Default low compression on a d16y8

Hi Guys, I am in need of help again with this ported and polished milled head, the head was milled .008 and now it is having a hard time seating right on the block. the compression is low but when we torque the head studs 10% over stock specs it raised the compression by 10psi in each cylinder. We still have low compression, so my question is what do i do to seat this properly, and raise my compression? thanks for your help guys, gloria

Warped head? Take it to whomever ported/polished it.

A poor machine job can ruin an otherwise fine head. That would be my first guess along with the usual head-gasket issues.
