Low brake pedal

Default Low brake pedal

This is on a 97 civic hb. I bled the brakes at all 4 wheels. Passenger rear, then driver front, then driver rear, then passenger front. It was still low so I replaced the master cylinder. Before installing the master cylinder I bench bled the master cylinder. I then installed the master cylinder and gravity bled all 4 one at a time then bled it normally but the brake is still low. No brake fluid present on push rod in the booster. Tried bleeding the master cylinder while still on the vechicle and when I open the lines to the master cylinder while the brake pedal is depressed, no fluid comes out. What should I do/check for? Do I have to adjust that pushrod any?
