Leaky fuel line

The area this is in is the rear driver's side just below the fuel tank. I removed the plastic protective shield and know which line is the culprit (arrow). I'm not certain as to the best way to repair this while managing to stay in my budget, but here's what's happening in my head:
Thus far I am planning to cut off the mounting bracket and the line a few inches on either side of it, as rust has stolen its integrity. I figured I could attach a new line and fitted mounting bracket. I understand I will be using a line cutter - no saws and, of course, no welding
I've decided to attempt to remove the nut just above the arrow so I can bypass having to replace the mounting bracket and line just to the right. Thing is it's so rusted - as I doubt it's been removed in the past 20 years - that it seems the nut has shrank due to rust chipping off. I reckon vice grips might help, or a flare nut wrench. Any suggestions? I could use some insight, as I have work Monday and require a vehicle during.
New turn of events with this project: I successfully removed the bolt - or nut, whatever it is - and am trying to get a clean cut through the line just a few inches below. I used PB blaster then vise grips on the nut and maneuvered around to apply pressure with the heel of my foot; got it to move and loosened it further with a flare nut wrench.
Thus far I'm finding it difficult to use a line cutter in the tight area, but I'm gonna keep on truckin. Hopefully I get a clean cut so I can buy some pressure fittings, a small length of fuel line, and a new nut/bolt/whatever-the-****.

Tell me about it. One of my friends came by and completely removed the mounting bracket and connected the two lines with a flex hose and clamps. This was working flawlessly on my 1/4 full gas tank, until I filled up and noticed I was leaking after the engine had been off for about 10 minutes. This does not happen if I depressurize the tank immediately after driving. I believe there was a check value on the mounting bracket (poppet/spring contraption that allows fuel to flow one direction but not the other). Unfortunately, Autozone, Napa, and Ace hardware do not carry check values for fuel lines. I believe Grainger does so I'm going to check them out.
