Default intermittently high idle

Most of the time, but not always, when I come to a stop the idle is a few hundred RPM high. It just started doing this out of nowhere. If I blip the throttle, it sinks down to a normal idle speed. So I'm thinking the throttle cable is getting bound up somewhere. Well I put some oil on the throttle spring and the part of the cable where it tucks into the rubber sleeve, no dice. Is there somewhere else I need to lubricate? Or am I on the wrong track?

when my brake master cylinder was going out that is what it did.

Master cylinder or brake booster? I don't see how the master cylinder could in any way affect the idle. Besides, my master cylinder is only 5 months old from when I did a four wheel brake swap.
