Even that statement, 4-1 are for high end only, isn't for sure. A guy who's been making headers for 40 years, http://www.headersbyed.com says it's not true... so who knows.
What I do know is that, in general, the shorter and larger diameter tubes are for high rpm, high power. Smaller diameter and longer tubes are best for low/mid-range.

Generally its true. But some of the high price header manufacturers are changing the rules that you mention. With the newer, long 4-2-1 headers, they make good power down low and make lots of power up high.
