i have searched a bit but cant find anything that helps me out.

here are the facts:

98 civic
00 ex motor d16y8
00 dash harness
correct ecu
all wires are hooked up properly (to my knowledge)

heres the deal:

i had a b18c in my 98 i swaped it into a different car and put a d16y8 that runs good into the 98, and there was a turbo timer on the 98. i unhooked the timer and all wires are connected, however when you turn the key to assc nothing happens. no main relay click (but relay is good) and no fuel pump kicks on (fuel pump is good). all my fuses are good. when i do turn my key to assc i am able to use blinkers, hazards, wiipers, headlights (i know some of those can be used when car is off) does anyone have any ideas. please, i really need help.
