Idling up and down
The IACV and FITV both require coolant to function properly. IACV is at the highest point in the engine cooling system while the car is on level ground, and the FITV is up there near it. Therefore, low coolant (or a leak) will produce a fluctuating engine speed at idle.

Tip: if your leaky hose is on the back of the intake manifold, replace all those 20 year old hoses while you're back there. Hunting down small hose leaks back there for several consecutive years isn't fun. Advice from personal experience.
