Welcome to Honda-tech, seems everyone has an idle problem. What is the temperature difference between night and day? Also, does it do this all the time even when warmed up? Turning on air and lights cause our idle to be higher, do you have anything hooked up that really drains power?

no i dont have any thing that drains power, and the temp lately has been at night 65-70 and during the day 80-85, it only does it when i begin driving after awhile, not when its cold or when its warming up, only after i start driving, sometimes it goes away but most of the time it stays, also its in a 93 civic

The only thing I can deduce from reading you post about night and day is that during the night you (obviously) have your headlights on. Now with every car, when you start turning on electrical items (headlights, rear defogger, etc.), the cars idle will kick up a little to help compensate for the engine load. Does you idle problem happen when any other eletrical accessories are on?

My suggestion would be:
1 - make sure your base idle is set correctly (unplug IACV when doing this)
2 - make sure your alternator and voltage regulator are working properly
