Default idle too rich,

have a b16a converted to obd1, 95 acura ls dist one ear cut off with 570cc injectors, tuning with chrome and it won't idle at proper a/f. Have the injector up to 960cc and it is still to rich, fuel pressure at 40 blows black smoke, at 15psi fuel pressure it will do a 12-1 a/f. is there something else that i missed in the conversion?

BTW i have successfully tuned multiple cars so i don't think it is a software issue.
