idle surge problem after flywheel installation

idle surge problem after flywheel installation
my friend has an 89 civic si and he just install clutch master aluminum flywheel and now the car has a surging idle problem. does any have the same problem and what did you do to fix it?

so it has nothing to do with the fact that the flywheel is so light. i thought it was a vacume line too
