Icon2 Idle surge B18C1

I have a 94 civic hatch with a B18C1 out of an em1. I have a surge idle. at first it idles high then it starts bouncing from 1500 to 2100 rpm. I cleaned the iacv but could it be the fitv? I don't know much about hondas

someone told me to screw in something on the fast idle thermo valve but does that really fix it for sure I don't understand how that fixes it I don't want to "rig" it to work I want to do it right.

I JUST fixed this problem tonight on my 93 Del Sol. I cleNed the. Idle Control Valve with parts cleaner. It didn't work. I was quoted 169.99 at autozone for one. I went to the junk yard and picked one up for 5 bucks. It now sounds beautiful.
