Default Idle problem

i finally finished my dohc zc swap into a 90 crx dx. the ignition timing is a bit off but before i can adjust it, i have to fix the idle.

when i start the car, the idle sits at zero. i swapped ignitors to solve the problem, but the idle sits at zero (meaning it reacts slowly when i step on the gas), but then will move normally.

i tried adjusting the idle screw, but the idle does not move. i can hear the engine change its sound but the idle still sits at zero.

i checked the vacuum hoses but everything looks right.

any other suggestions. it worked a couple of days ago but it started acting this way after i had pulled one of the vacuum hoses off the intake mani.
