Default Idle flutter question

ok so before i get the "search button" response hear me out. I JUST replaced the IAC so that can't be it.

I just took the turbo off my car and it has a bad idle flutter (around 700-1700 rpms) The only thing i didn't take off the car was the fuel rail and injectors that came w/ the car (and ultimately the turbo kit). When i hooked up my scanner it noticed that the fuel loop was opening and closing in relation to the idle. But i just don't know why.

please help.

fuel map sounds off maybe? Extra fuel going in will raise idle...and then maybe the ecu is kicking in trying to compensate by actuating the iac

not a single check engine code
i'd let it run for about ten minutes and still not a one.
