Hi guys, im having major problems finding an IACV that works, i have 4 here and none of them work at all, or i have a wiring problem. B16a2 btw

Can someone confirm for me what i should expect to see at the plug when disconnected, ignition on:

between pins - 0v
Positive pin - ground 12v

Now this tells me that there is a wiring problem? shouldnt i see voltage between pins with ignition on? im guessing the ecu switches ground to operate the IACV, but it should be voltage surely?
