Huge electrical problem...HELP!!!

My car has no electricity going through it, outside of the ECU. It doesn't crank over, none of the peripherals, from headlights to the dome light to door locks or anything works. The dome light works before I turn the key, but once I do that goes away too.
I got a F22B swap on it and the electricals were fine when the work was done, but I was trying to work out dizzy issues. The car would turn over, and fuel was getting to the rail but there was no spark. In any case, before I got to fix the dizzy problem, after about 2 days of cranking it over about 2 times a day for maybe 10 seconds at a time the car's electricals died.
All clues lead to a bad/burnt up ground on whatever big relays or control panel controls the car. My ECU and dome light are the only things that seem to get power. Once the key is turned to II or III everything goes dead, except for the battery light which shines bright and the CEL. No seat belt, brake, doors, or any of those lights. My big III wires are definitely good and my main ground is clean. Is there like a central ground for the interior fuse box?
The car is a '93 Honda Accord 5spd btw. EX if it matters. Please help, my parents are pissed, and I've been off the road for over a month now since my motor died...

Bump...I did some diagnosing...it's NOT the ignition switch for sure. There is a short somewhere I think that fuses are not catching...here's what I found out today...
Ignition switch = fine...
Starter to tranny ground = good
-Dome light works in key positions I and II...not III
-Hazard lights don't work right...no lights come on, when you press the button in key positions I and II the CEL and battery warning lights come on, and the door chime buzzes really low...but the blinkers don't blink.
-No exterior lights work. In parking light mode the interior lights come on really dim...w/the low beams on the CEL And battery warning lights come on and the interior lights go off.
-It cranks over w/a jump...
It looks like an ignition related short. I'm gonna disconnect the dizzy harness and see if it behaves normally...if not, it's headed to the mechanic...
