How do I read this Toe Spec (Alignment)?

How do I read this Toe Spec (Alignment)?
So, is the front toe spec @ 0mm w/ tolerances of 3mm toe IN or toe OUT?
The rear seems to be toe IN 2mm but whats the +2 and -1 (in small) mean?

Total toe=left side toe+right side toe
dont confuse it as 3mm on each side...you'll have mad tire wear
As for your rear spec...its not a +and-...they want you to have the total toe in 2mm...thats how I would interpret it as
