What's up guys trying to get my horn to work found out the fuse in the bay was a 7.5 switched to a 20 but realized that my + and ground have continuity at the horn connection and at the relay connection! ?!?! Bought the car like this. Any insight?

Should i just remove the wiring and see Where the leak is?
