Default High speed steering loss?

I have a 99 Civic SI. And i've got a question.

Does anyone know what could cause my steering to get very loose at around 60 mph. I have h&r lowering springs on stock struts. and thats about it done to the suspension. let me know if anyone knows what could be up. im hoping its just my struts. I am about to replace them. Just wondering if it could be something else also.

Actually it should not have to to with high speed steering loss, rather high-RPM steering loss. There should be a sprung valve inside the power steering pump that is causing this.

how easy is this to fix? is it cheaper to fix or cheaper to just replace the whole pump.
