high mileage engine.....
if I was going to build up an engine like basically everything rod/pistons/etc... would it matter if the engine was high mileage before????

For all none moving parts, no mileage doesnt matter. A block with 10k on it, and a block w/ 250k on it are about the same unless something catastrophic has happened. The same isnt true for the parts your talking about replaceing though. However if your building an engine I would expect you to use all new bearings, and internals anyway.....
Make sure you have the block cleaned btw. "hot tanked" I believe is the term. Cleans out all the oil and coolant passage ways which might have buildup in them from over the years...
one thing to think about is the crank. check the journals for groves or scratches. thats basiclly the only moving part that will stay in your motor iam figuring. some non moving parts to look at is the cylinder head for straightness, the blocks deck, the cylinder walls, and the rest is the little stuff.
