Default High fuel pressure

I planted a fully built 2.0 gsr engine into my shell recently and while it starts up fine I'm getting insanely high fuel pressure 80psi with the vacuum hose on and off. Little background info; B&M fuel pressure gauge on fuel filter, stock fuel rail, 440cc saturated injectors, some adjustable FPR. When I bought the car the guy said there was a walbro 255 in there but I haven't been able to check. I had a jdm b16a swap in there that ran perfect no fuel pressure problems whatsoever also. My return line seems to be clear, i'm not throwing and codes and it idles a little high but idles nonetheless. I plan on replacing the FPR with something else but in the mean time I'd like to hear some ideas on what could be causing my issue. Thanks

YOu kind of answered your own question that why people arent responding try getting a new FPR and setting it correctly as long as your return is not blocked it should work just fine.

remove FPR
submerge FPR in bucket of water
use compressed air to test FPR & gauge

observe, analyze, interpret.
