Default help on rpm guage being delay

my rpm guage seem to be delay when reving the motor up or driving. my foot is on the gas pedal and the rpm guage doesnt seem to be going up while im stepping on the gas pedal. the last thing i did to my car was putting my ecu back into its factory place. my car is a 95 civic hatch. can it be that my rpm guage just went out or burn out?
