If you don't tell us what year or model, you'll just have to get circuit drawings on your own. Honda used maybe 3 or 4 different control schemes over the years, not to mention maybe if you're talking about a '72 pinto or whatever...
lol. oops? 94 Civic Ex Coupe
I have the circuit diagram, but still can't figure out what's wrong. I checked pretty much everything that i know of.

Does the '94 Civic have a fan-timer module like the Accord? If so, that's a good possibility. It has the switching logic that goes from one fan switch with engine running, to a different fan switch when the car is off. It's capable of interrupting the circuit for either one of these fan switches.
Did you check the fan relays? (Separate from the timer module.)

Does not have the module. At least not in my manual. I did check the relay like 10 times. I used a new one, I tested one and then used it, still the same.
Relay should be the one closest to the firewall in the under the hood fuse box. Is there another?

Are you getting power to the relay socket?
Are any of the actual connectors pulled back from the socket so they don't make contact when you plug in the relay?
Did you check the relay off the car or did you listen for it clicking when you jumpered the fan switch?

The fan relay socket is getting 1 volt. haha the one next to it gets 15-16, then the last one gets like 0. so.. weird.
I'm sure they make contact, plus like I said, I tried several relays.
I checked off the car. But I just assume if I tried so many relays, I'm sure one was good, especially when it worked on the other socket.

I'd be suspicios of the meter accuracy.
Does your wiring drawing show which terminal of the relay socket is power supply? The ones that aren't power supply, they probably are OK reading like that.

Yea, of course I checked the 2 that are suppose to be power at all times. I'm sure the meter is accurate, I use it for everything.
Well, the 15-16v seemed strange to me. That's high even for a running alternator. Is your alternator output voltage that high?
Using the circuit drawing, where does the fan relay socket get its power from? Go 'upstream' looking for where the power is good.
