Default help a noob out

Ive been reading up on boosting the f22 engine in my 95 accord, but i have no idea where to start, im picking up the car on monday. Its completely stock now, and I just need to start somewhere what would you start with, I got maybe around $500.

Oh, and should I change out the stock wheels and tires before modding the engine or vice versa?

Any brands of these?i was thinkning abuot intake...but the other 2 would be worth considering just need a starting place
