Default Help, need to see if this is normal?

Just put to gether Ls/vtec so not using knocksensor. I have not chipped the ecu yet so i have a code 23(knocksensor).
The question is.....When every thing is lined up at top dead center, cams are set correct and everything looks great, why when I start the car shine the timming light on the crank it is perfect and when i shine it on the cam gears the exhaust is fine but the intake is like 2 teeth off ?

I then turn the car off turn the crank with a wrench until the gears are pointing towards each other and they are dead on, scratching my head but, is this normal?

the timing gun doesnt show tdc, it shows when the #1 cyl. fires wich is 18 to 18 btdc.
If the marks are right your good to go
