Default HELP: code 91

buddies car throwing code 91 FTP. car is a stock 1996 honda civic ex. can't seem to get this code to go away. what's the best and easiest way to get this damn code to go away? he doesnt want to convert to obd1, do to emissions reason. you think swapping to a new 96-98 civic ex ecu will work?

Have you checked the simple things?

Have you checked to see if the sensor is plugged in and there is continuity to the ECU/ECM, light green, [PTANK] yellow/blue, [VCC2] and green/black, [SG2]?

What condition is the gas cap in, is there a "whoosh" of air when the cap is removed? 94
