Check the wiring for that sensor. If it's OK then replace the sensor. That code isn't about the engine actually overheating, it means the ECU thinks the sensor is bad.

Could it be because I am using an OBD1 P-28 and I had my tuner modify the ECU for a NON Vtec motor?
Im running a 97 turbo LS with a P-28(Modified for non vtec) and VAFC

I don't know... I imagine the ECT sensors are the same, but I don't know what your tuner did while modifying your ECU... Then there's also the chance that the ECT sensor isn't connected to the proper terminals of the ECU.
