Which timing are you adjusting? Ignition or Camshaft?

Is the car stock? mods?, etc....

I can only assume you have some kind of straight piping exhaust system with a cheap muffler. If you think the fiberglass is all burned out of it, then it's pretty low quality. Get a long resonator welded into your exhaust system at an exhaust shop and it will reduce the problem. You can also turn your fuel pressure back down to stock and see if that helps. Also, make sure the cam timing is at a perfect 0* TDC and the ignition timing is set right on the middle line, not advanced or retarded at all. Also, replace the muffler. Your problem is sure to be solved after this minor work.

ya its a cheap muffler an the resonator has been removed but know other people wit the same setup an theres dosent sound like mine
when i turn down fuel pressure it makes no changes
when i put th ignition timing back 2 center it just idles up an down in around 600rpm variables

could the idle problem be the iacv(idle air control valve)

Tighten the screw inside the FITV valve, that's why it idles like that... search the 92-00 Civic forum for that topic, you'll find plenty of info. Set your timing back to the stock setting. The resonator will help to deaden what's left of the backfiring noise, and a new muffler will as well.
