help "cluster/rpm problem"

i have a 92 integra ls, any rpm under 3,000 it stays steady, but over 3,000 rpm at full throttle it jumps around not sure what the problem is? i'm not sure if its the cluster,dizzy,wiring "help would be nice thanks"
