Harmonic balancer/crank pulley: Bad?

Icon2 Harmonic balancer/crank pulley: Bad?

Okay, guys I may or may not need to change my Harmonic balancer. The link I'm providing shows it in action within the first couple of minutes. I never paid attention to the way they look while it is running, but it looks normal at idle. When I open the throttle or give it gas and the part of the balancer that connects to the alternator belt goes from idle position to far right pretty dramatically. Again not sure how it is suppose to work but is this normal? Does it need to be changed? If I do need to change it does it need to be the one for the engine, a 97 B20, or could I use any B-series? I am not running power steering or A/c.

Also, if there is anything else you notice doing the video that isn't normal please don't hesitate to ask or comment. This is still a work in progress project.
