Default gsr intake mani

Do you gain horsepower by making the runners inside the intake manifold stay open or up?

Nope.

At lower RPM it gives more power to have the secondary (short) runners closed. At higher RPM it gives more power to have them open. That's the whole idea of having the valves there in the first place (instead of leaving the secondaries permanently open).
