Pull cluster and meter the red/black lead, [power for dash lights and should be 12V+ when park/head lights are on] meter red lead, [ground for dash lights and should be ground, "veritable" as you adjust "Dash Lights Brightness Controller"].

For temp gauge test for continuity to ground on temp lead, should be a yellow/green, should be no more then about 140 ohms, [cold engine] 50-30 ohms when engine at running temp.
Check for continuity on yellow/green between sensor and gauge. 94

so far i have tested the temp sensor i got 77 omhs the engine probably wasnt all the way warm didnt drive it just let it run for a few. as i was testing it the omhs slowly went down like i should if it was still getting warmer. so i think that the gauge is probably bad. can the gauge be replaced or do i need a new cluster

Sorry, not sure just the gauge, on a 92 Civic, can be replaced, I would think so, one way or another. 94
