Default Fuel Woes

Car won't start at all, pump doesn't prime, but when cranking a get about 22psi, which starts to drop slowly about 10 seconds after cranking. I cannot see any other external leaks, and cant hear the pump working while cranking.

Should I be dropping my tank and testing the pump or looking for internal leaks? Maybe electrical?

Its a crx with a walbro 255, dsm injectors and a turbo smart pressure regulator.

test the pump and/or the fuel pressure regulator on the fuel rail.

If the pump is working, the fuel may be getting past the regulator before the desired pressure is achieved. Block off fuel return on regulator and test again with a friend getting pressure readings in fuel system. If the pressure goes up to where it is supposed to be ......change regulator. ***** Be sure to not over pressure system or seals/o-rings in fuel system may blow off.

With no leaks and 22 psi I'm assuming the pump does work, it may be intermittent/ worn out though.

If pump is not priming when you turn ign. switch on, but does when cranking, [F/P goes up] then I would check wiring at the PGM-FI Main Relay or the relay itself, the relay has a 12V "true ign." lead, [probably a black/yellow], it supplies power to the fuel pump relays coil, there is also a 12V "starter lead", [hot in start only], it also suppiles 12V to the fuel pump relay s coil, [but only during cranking to start] and is diode isolated from the "true ign.", that would account for the pump not working when ign. is on but it would work when cranking to start.
With no power to turn on the injectors, [the black/yellow controls the injector relay also] the engine would crank, the fuel pump would pump, but engine would not start.

I would also agree with civic sand rail, check the FPR, the F/P should stay at 17PSI once you stop cranking and not drop off, as mentioned, pinch off the return line and see how high the pressure goes.

Problems with the PGM-FI Main Relay on older Honda/Acura are very common, they are almost always repairable...
