Default fuel system problem b16A/B18c1

i finished my engine swap on my 00 civic si.
i have everything in place and i started cracking the car.
the car won't start.
i turned the igniton switch on and the fuel pump dosent make any noise.
i checked the fuel filter with the ignition on and still no fuel going.
i also checked by the fuel pressure regulator and no fuel.
with a test light, i check the power wire from the fuel pump. but no power is going through the fuel pump.
i dont know what is going on. the car was sitting for 1 week and it was runnig fine before i did the engine swap.
im gona test the fuel pump relay to find out if is good.
why would this parts get damage if the car was sitting without starting it.
