Default Fuel Pressure is constant?

Quick Question

Is your fuel pressure constant at all RPMs? If I had a fuel pressure guage should it read the same at idle as when Im at WOT 8k RPM? BTW, Im talking about all motor, no nitrous.

If its not constant, how the hell do you simply turn your pressure up a few psi?
If it is constant, then it should be hella easy to adjust it at idle.

The pressure should be different at idle and WOT due to vacuum.
At idle, if you pull the hose off the regulator, the pressure will rise to what it will be at WOT.
