fuel guage problem

Default fuel guage problem

I have a 99 civic dx hatch and I just swapped an ex cluster into it and the fuel guage needle is stuck at full. It will go down when I start the engine but as soon as the engine heats up it goes back up to full. my old cluster worked just fine before the swap. could it be a bad fuel sending unit?

If the old cluster still works then the sending unit is fine and its the cluster.
