Default frozen rocker arms???

what could cause the rocker arm to freeze??? i just had valve springs and titanium retainers put in through a machine shop and after it came back, me and my friend looked at it and the rocker arms were frozen...what would cause that??? did the machine shop screw me over or is there something wrong??? a shop told me that a warped head or a worn rocker arm would cause them to freeze...any ideas???

They might have mixed up all the rocker arms,...or tried using one of the shafts as a breaker bar

If the rocker shafts are installed incorectly the oil holes can be blocked causing a lack of lubrication. That usually wears out the rockers and shafts, but it could cause them to seize also.

here's what happened, my dumbass friend tightened the bolts that hold the cam caps way too much...actually threaded them past the threads. that casued the rocker arms to freeze because that shaft can't move...the head is trashed. getting all the parts to fix it for $100. thanks for the replies
