Default Formula/Algorithm for turbo timer RPM/MPH based?

I'm looking truth tables/formulas or anything that can get me to calculate how much turbo time is needed based on mph and rpm together. Kind of like how the HKS type 0/1 works. Thanks guys

I think a way to do it by engine load would be better. Speeding down a hill probably wont require as much time after as speeding up a hill would.
