Default Fluttering/Hesitation

My Motor Flutters/Hesitates under about 23% throttle all the way to 100%. It feels like it's running on 3 Cylinders/ Miss Firing? Does it worse when VTEC hit's Like the VTEC turns on and off Continuously.
No CEL....ECU works great.....Oil Pressure great, I changed the MAP, TPS, VTEC Controller( sensor and Solenoid)

Cyl 1 is about 100 Deg Cooler then 2,3,4. Ohm on the Injectors (GSR) is correct..and wiring is good.

Fuel Pressure is @ 54lbs, Runs a little rich.

Any help would be great..
By the way it's a LS/VTEC

Tried Comp and leakdown @ about 2%

Look into the Ignition

Check Plugs make sure you're getting a spark. Check Wires hot spots burnt spots crud on the connectors...

If they check out then go further and look into the Cap and Rotor Button. If the Car hasn't had a tune up for a while just replace all the above and see what happens... If this changes nothing then open the distributor and check the Module.

I ad a Similar problem with my Civic. It was a bad Module: Car ran rich, Hesitated. Sputtered, just ran generally like crap. and then got to the point where it didn't want to stay started

Engine only has about 30 miles on it. Just built it. MSD Wires, Cap, and Coil. Changed the Module inside for the TDC. Everything looks awesome. Starts right away.

This is burning my brain. I could drive it every day keeping the engine under 2500. And it would run perfect. But who wants to do that!
